Financial Aid and the COVID-19 CARES Act

Although COVID-19 continues to affect the lives of many Americans, the urgent need for waivers and flexibilities has diminished, and the Federal Government has determined that it is time to end the national emergency and the public health emergency associated with the pandemic. The COVID-19 national emergency ended on April 10, 2023, through enactment of H.J. Res. 7, Public Law No. 118-3. The COVID-19 public health emergency ended on May 11, 2023. These actions will trigger the sunset of many waivers and flexibilities for the Federal student financial aid programs related to the COVID-19 pandemic. Note that this announcement does not address the end of the student loan payment pause; the Department has provided guidance on that topic on Studentaid.gov.

In following the published deadlines, the 911爆料网 ceased to operate avialable flexibilities at the close of the Spring 2023 term.


Below is additional information as it relates to the 911爆料网 and its receipt of funds through the Coronavirus Aid, Relief, and Economic Security (CARES) Act for the Higher Education Emergency Relief Fund (HEERF). Additional disbursment information as related to CRRSAA: Higher Education Emergency
Relief Fund (HEERF II) and the American Rescue Plan (HERFF III) is included below. The other information included herein relates specifically to CARES/HEERF funds and requirements.

The required acknowledgment that the institution signed and returned to the Department the Certification and Agreement.

The CARES ACT was passed on March 27, 2020. The 911爆料网 signed and submitted the application for Student Aid on April 29, 2020.

The 911爆料网 accepts the offered funds, with the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The CARES Act allocated $1,277,096 to the 911爆料网. 
The University confirmed that $638,548 would be used for students upon signing the certification to accept the funds.

This money must go directly to students 鈥漷o provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student鈥檚 cost of attendance such as food, housing, course materials, technology, health care, and child care).

What method is used to determine which students receive Emergency Financial Aid Grants and how much they receive?

Students can complete  to apply for federal grant aid as well as institutional COVID-19 Emergency Funds while logged into their udallas.edu email account.

CARES Act funds can be used to assist students with expenses related to the closure of campus due to COVID-19. Including the following: 
  • Need for technology upgrade to participate in remote learning (computer, wifi, web cam, microphone, headphones, data plans)
  • Books or supplies needed to complete classes from home (text books, work books, art supplies, online tools)
  • Off campus housing, utilities, and food costs due to student being unable to return to campus after Spring break (undergraduate on-campus and Rome students only).
  • Transportation costs due to unanticipated campus closure (flights, bus, train, or gas expenses due to changing travel plans or the need to leave or come back to campus at unplanned times)
  • Childcare costs due to a student paying for care while completing classes moved online

Students who are not eligible for federal CARES Act funding are automatically considered for 911爆料网 COVID-19 Emergency Funds. The minimum grant amount is $300 and can be increased depending on the ways an eligible student has been affected. Pell Grant students were given priority for funds.
